Vicky Soleil is from Romania where she works as a webcam girl and used to be a secretary. A couple of places on the net have her listed as being from Jacksonville, Florida but I can't find a reference for that. The site she's exclusive to, Scoreland, says Romania and she has an accent so I'll go with that.
